Princess Eugeine and Princess Beatrice are getting their royal security taken away, is that fair?

The Queen says she feels like they don't need security anymore since they are not high profile and it's costing the yearly budget too much. She also said they hold no duty in the family, so she's getting rid of their security and will only provide it at royal events. Is that really fair? I mean they are still high profile, someone could kidnap them, they're in college.
